Yeah, I’m also confused by this post. In my experience there is no such thing as a negative PR. I have heard of people using BETA versions of Google toolbar that list sites as having a PR of “-1″, but from what I’ve read this is a glitch and the “-1″ PR means that the page has no rank or a rank of N/A.
I’ve never heard of anyone having a -2 PR. At the end of the day regardless of who links to you, you’ll get a positive Boost in the SERPs. The only difference is the amount of the boost. High PR sites will give you a big boost, low PR sites give you a little boost.
Backlinks can only make your ranking worse if you get a TON of backlinks at once all with the same anchor text from sources completely unrelated to your page content…because those are generally paid backlinks or spam.
