For me, it depends upon the situation. There are sites that really deserve to be visited but has no enough exposure. Paid ads may jump start the flow of traffic.

This is very true. I tried traffic exchange sites before and I always end up where i started. Maybe, advertising is only good if your site is like TZI (with lots of information).

Yes free marketing is organic. But you really need to weigh things. Do you get more for what you paid? If not then its not effective in your case.
